Kotor’s appeal lies in the contrast between its enclosed medieval streets and the open bay beyond the walls. A short stay allows time for quiet early walks, waterfront pauses and an indoor heritage visit when the weather turns. This package stays around the Old Town; it does not price a coastal road trip through Montenegro. Stay inside the walls for atmosphere, accepting that luggage may need to be carried from a gate. The selected hotels are in the Old Town. Keep two core sightseeing days and an optional slower day.
