These are dated ground-cost examples for two adults sharing one room, six nights over seven days, 19–25 January 2027, researched on 30 September 2026. Flights, visas, insurance, shopping and unlisted excursions are excluded. Hotel rates are observations, not booked inventory or checkout prices, and the figures are not year-round ranges or calculator defaults.
What is specific to this budget
Both examples use two adults, one room and 19–25 January 2027. Compare equivalent hotel tiers and meal variants. This is a fixed ground-cost illustration, not a live fare quote, an annual price ranking or a six-night minimum-stay recommendation.

Trade-offs
Porto offers a larger urban base around the Douro; Kotor’s programme stays within its smaller old-town and bay setting. The Kotor museum and transport figures are allowances, and its fortress/cable car are excluded. Do not turn either January sample into a summer coastal price.
What the Porto trip covers
Porto is a compact but steep riverside city of tiled façades, small shops and layered viewpoints. Ribeira and the bridge crossing to Gaia provide the classic panorama; the upper centre adds cafés, architecture and museums. You can enjoy the city without making wine tasting the focus.
What the Kotor trip covers
Kotor’s appeal lies in the contrast between its enclosed medieval streets and the open bay beyond the walls. A short stay allows time for quiet early walks, waterfront pauses and an indoor heritage visit when the weather turns. This package stays around the Old Town; it does not price a coastal road trip through Montenegro.
Season and travel conditions
Spring and autumn are comfortable for walking; summer brings longer days and visitor pressure. Winter is suitable for museums and food-led city breaks, with a real rain risk. The preserved monthly scores are existing editorial values, not a new climate model or beach forecast.
May–June and September–October usually balance sightseeing conditions and the busiest coastal periods. July and August can bring heat and cruise crowds. Winter is quieter and wetter, with fewer open services. Past winter events demonstrate activity outside summer, but their 2025/26 dates are not promised for January 2027.
Limits of these examples
Airport metro travel requires the correct fare zone and separate payment credentials for each traveller when using contactless. Allow 50–80 minutes including the last walk. Ask about pork, wine-based sauces and preparation; a seafood dish is not automatically halal. No cellar tour or alcohol purchase is costed.
Tivat is the airport used here; Podgorica and Dubrovnik require different transfer plans. Allow about 20–45 minutes to the Old Town gate, with extra time for traffic. The taxi budget is an allowance informed by a published independent guide, not an airport-issued fixed fare. Check restaurant ingredients individually and confirm winter reception arrangements.
