Two Caucasus capitals for a short city break. Tbilisi is hilly and walkable, with an old town, sulphur-bath district and a relaxed café scene; Baku is flatter and more polished, with a walled old city, the seafront boulevard and bold modern architecture.
Scope, dates and party
These are dated ground-cost examples for two adults sharing one room, staying six nights over seven days, 10–16 November 2026. International flights, visas, insurance and shopping are excluded. They are planning examples, not live booking offers or year-round price ranges.
What is specific to this budget
Airfare is excluded and will differ by origin; it can outweigh the ground-cost gap. The two scopes are not the same size, so compare what each trip includes, not just the totals.
Practical differences
Both work on one base with metro and short taxi rides. Georgia requires visitor health insurance, which is not priced here; entry rules differ by passport for both countries and are not assessed. Wine country and mountain trips from Tbilisi, and Gobustan or Absheron trips from Baku, are separate and not priced.
Dated ground cost side by side
Basket A of each hotel tier, same party and dates, flights excluded. Scopes differ in size and in what each trip includes, so read the full itemised examples on each cost guide before deciding.
