Helsinki or Tallinn? Which city to base yourself in

Helsinki's recorded week centres on design streets, contemporary art at Kiasma, the Suomenlinna sea fortress reached by public ferry, and a public sauna. Tallinn's centres on the medieval Old Town and Toompea, the Kalamaja and Telliskivi creative districts, the Seaplane Harbour maritime collection and Kadriorg parkland. This page is about choosing one base; no crossing between them is timed or priced here.

What each city's cost is based on

Helsinki

  • Dated sample: 2026-10-05 to 2026-10-11 — 6 nights across 7 calendar days, 2 adults sharing 1 room.
  • Source prices observed in EUR, converted at rates effective 2026-09-18 (1 EUR = 1.146 USD).
  • Scope: Helsinki city core and the Suomenlinna outdoor fortress; Kiasma and Loyly.
  • These figures are a planning estimate, not a quote. They come from one dated sample: seven calendar days, six nights, two adults sharing one room, on the ground only. The exact stay dates for this city are shown above.
  • International airfare is not included, and neither is anything booked outside the sample.
  • A sampled example is not a citywide market price. Your own dates, room, party size and inclusions have to be priced again.
  • Tax is included only where the source stated it. Where it did not, the tax position is unconfirmed and the figure is not a final payable amount.
  • Other party sizes and trip lengths are modelled from this same sample. That is modelling, not a quote for a different party or different dates.
  • The airport shown is an arrival anchor only. No flight availability, journey time, airfare or visa outcome follows from it, and ground transfer into the city is always needed.
  • Suitability, interest and season scores are our own matching judgments, not measurements.

Where the two records meet and where they part

The bands do not overlap at any level, but they come from two separate samples, so read each basis before reading the gap.

Choosing a base

Helsinki and Tallinn are two separate bases, and this page is about picking one. Our records hold no neighbourhood material, so no specific area is recommended here, and no travel between the two cities is priced.

What to watch out for

Helsinki

  • Planning estimates cover 5–11 October 2026: two adults, one room, six nights and seven calendar days.
  • The three selected room and meal scenarios are not citywide market bands.
  • Hotel breakfast and VAT are included.
  • Arthur allows cancellation until 18:00 on arrival day; specific Klaus K rates say prepaid and nonrefundable, but a generic cancellation panel conflicts, so assume the stricter rate until it is confirmed before purchase.
  • The extra arrival breakfast assumes service between 07:00 and 10:00.
  • Lunch drinks, extra food, tips and optional services are outside the basket.
  • Savotta Sunday dinner starts at 16:30.
  • Transport includes four airport singles and 28 local or ferry singles for two adults, including the Suomenlinna round trip; day passes may be cheaper.
  • Match actual zones, schedules, ticket validity and payment method.
  • Kiasma and a two-hour Loyly sauna are included. Kiasma closes Mondays and at 15:00 on 8 October; Loyly is closed 4–7 October and reopens at 16:00 on 8 October.
  • Sauna availability is unconfirmed; bring swimwear and suitable footwear, and swimming is not assured.
  • Full sightseeing days, the travel allowance and the seven-day cost example are separate.
  • Climate averages are from 1971–2000.
  • Sources checked 20 September 2026; the ECB conversion is dated 18 September 2026.

Tallinn

  • Planning estimates use 5–11 October 2026: two adults, one room, six nights and seven calendar days.
  • The selected hotel and meal scenarios are not citywide market ranges.
  • All three rates are prepaid and nonrefundable.
  • Citybox excludes breakfast and does not itemise tax; Nordic includes breakfast and 13% VAT, with zero arrival fees displayed.
  • A verification challenge appeared with the Nordic suite summary; its readable price is retained, but the payable inventory is unvalidated.
  • All 42 adult meals are represented, with specified drinks; extra consumption, alcohol, tips and dietary substitutions are excluded.
  • Loulou closes at 15:00 on weekdays and 16:00 at weekends; use lunch before 14:00 and match the arrival breakfast to service.
  • The 28 city tickets include four airport legs, so do not add airport fares again.
  • Match actual schedules, payment and walking needs.
  • Seaplane Harbour admission is included; October opening is Tuesday–Sunday, 10:00–18:00, and it closes Mondays.
  • Cobblestones, hills and cold-weather walking may need adaptation.
  • Ground sightseeing days, the travel allowance and the seven-day cost example are distinct.
  • Climate averages are from 1971–2000.
  • Sources checked 20 September 2026; the ECB conversion is dated 18 September 2026.

What would make you choose one

Choose Helsinki when design, contemporary art, a sea-fortress day and a sauna are what you want the week to hold.

Choose Tallinn when a compact medieval core, creative districts and maritime collections are the draw.

What these figures rest on

  • Every figure here comes from one dated sample per city: seven calendar days, six nights, two adults sharing one room, on the ground only. Each city's own dates are shown with its basis.
  • A dated sample is not a market price for the city, and comparing two of them is not a quote.
  • The duration example is worked out for exactly 4 days from each city's daily band.
  • Each band is per person, per day, on the ground, in US dollars.
  • Both cities were priced for the same dates (2026-10-05 to 2026-10-11) and in the same currency (EUR), so neither the dates nor the exchange rate explains a gap between them.

What is not included

  • International airfare
  • Travel between the two cities
  • Visas, entry costs and travel insurance
  • Excursions outside the city, packages and major shopping
